The answer is simple. Council Tax is an unfair tax based on what homes were worth in 1991. The Conservatives introduced it after the disastrous Poll Tax failed. The Conservatives also introduced the Uniform Business Rate, which does so much to cripple small businesses in Thanet.
In six and a half years, Labour has failed to abolish the Council Tax. Its solution to the problem is to introduce complicated systems of tax and pension credits.
The Liberal Democrats want to replace the unfair Council Tax with a fair local income tax. People would be asked to pay according to their means. This would be of immediate and direct benefit to pensioners and to others on fixed incomes.
